Forum updated to PHPBB 3.1.0

I am so happy to announce that our forum is updated to the latest stable PHPBB 3.1.0 version Ascraeus which had been released just two days before!

I know there are some issues like:

1. I don't see my favorite theme/colors/portal!

2. Where did HMGDOCS go?

I am working on.
