ON KEY for hole App

hi,
i can set ON KEY for many Controls but how to set ON KEY "Global" for hole App
e.g. NC use ALT-F1 and ALT-F2 to swicth ComboBox left/right
but if Focus is on other Control e.g. GRID it don´t work so i have to define it again
i have to "switch" my HotKey for all Control ... how
(ON INIT / ON RELEASE ?)
